Write an executive summary of this project as it stands today. Briefly summarize its history and the controversies surrounding the benefit-cost analyses. Explain the roles of the principal parties in the debate. What are the environmental risks of the project, and how are they accounted for in the analyses?

The main text of your executive summary may not exceed 1,000 words, not counting references, etc. Your writing should be clear and terse. The summary must be typed, double-spaced, and carefully checked for spelling, grammar and punctuation. I recommend that you have somebody check over your writing before you turn it in. I will deduct a full grade for each spelling or grammar error.
