Has the govat successfully implemented low carbon refurbishment of the UKas existing housing stock?

This is to be the main question to the dissertation.

Current position with this masters dissertation. Introductory aspects completed, primary research completed (questionnaires and interviews analysed, conclusions drawn etc). Recommendations made regarding the primary research.

I would like the subsidiary questions critically analysed, in depth analysis identifying why, is there a reason? justification to this? Conclusions, recommendations. This will address the main section regarding secondary research. The conclusions should relate not only to the subsidiary question, but also the main question relating to the subsidiary questions.

Relation to the objectives may be usefull?! I would like a small (half a page or so) separate section answering objective 6 as this relates to the subsidiary questions. Objectives 1-5 have already been done.

1.1 Main Aim
The main aim of this study is to identify if the government has sucesfuly implemented low carbon refurbishment to existing homes to improve their energy efficiency in order to help meet long term carbon reduction targets to mitigate climate change.

1.2 Objectives
The main objectives of this study are outlined below:

1. To determine the key drivers behind sustainable development and the need for an energy efficient housing stock.
2. To research energy use across the UK domestic sector, private and social, and the extent to which this contributes to climate change and government policies.
3. To establish if the refurbishment techniques are currently available to improve the energy efficiency of the existing housing stock to meet long term carbon reduction targets.
4. To establish what measures, if any, the UK Government are taking to improve the energy efficiency of the existing housing stock.
5. Formulate reasoned conclusions and provide recommendations on ways in which carbon emissions from the housing stock can be significantly reduced.
6. To identify if the government failed to upgrade the existing housing stock.

I have also attached parts of the marking scheme below to help identify what is required for this analytical section. 1.)To what extent did the labour government fail to address the problem of upgrading the existing housing stock in the UK?
Aspects to maybe consider?: a?to what extent, is extent measurable?a?, a?fail?!a?, a?upgradinga?.
Decent Home Standards, Basic, looked at social housing. Looked at improvements to thermal performance. NOT
Private sector, or private rented. a larger landlords?!

2.)How effective has been the introduction of EPC in changing the publics knowledge and understanding of sustainability in the UK?
Does the EPC assist in marketing?
Have any value?
Has the EPC worked to meet its aims? Been effective at all? No, why not? Justified witha¦? Conclusions, recommendations etca¦

3.) Has the government Carbon Emissions Reduction Target (CERT) scheme been successful?

Sources for this could include, DEFRA, UKGBC, energy saving trust, World Wide Fund for Nature.

Only three to four pages on this this question please as I have been able to successfully research aspects of this subsidiary question.

The use of government documents, professional organisations, journals, etc would probably be the best source of info?

With reference to sources, energy trust will be a good source. As for the amount of references, I will leave that to you, as obviously a masters dissertation is a research based piece of writing, and I will be unable to specify how many you might/will need as 2 is definitely not enough and 40 is probably over kill.
