As the United Nations adoption of the responsibility to protect doctrine acted as a basis for more effective humanitarian intervention?

This is a final course work worth 50% of my grade. This is a dissertation proposal and this is the plan for it. You are allowed to go over the word limit and you can also add more resources.
This is the description: I may begin by uttering the fact the question regarding interventions carried out to combat humanitarians crisis has always been very controversial one. Starting by addressing the now defunct humanitarian interventions carried out in areas such as Republic Democratic of Congo (DRC) and Rwanda or Somalia which were plagued with numerous problems. Therefore during my research I came across the somewhat new doctrine of the responsibilities to protect, created as a response to the failure of the international community to deal with humanitarian catastrophes under the humanitarian interventions doctrine. Furthermore the responsibilities to protect doctrine appear to be more efficient and implemented giving the example of the Ivory Coast and Libya. My main focus is on Republic Democratic of Congo to answer the question why the 12 years UN intervention carried in Congo was not as effective in comparison with to the military interventions in Libya and Ivory Coast which were carried out in a relatively short period of time.

Chapter 2 Literature Review.

a? Compared humanitarian intervention to responsibility to protect. I argued that the responsibility to protect appear to be more efficient then humanitarian intervention. Use different country cases where humanitarian intervention didnat really work, for example: Rwanda, Congo DR and why the intervention was not effective.
For Responsibility to Protect appears to be very effective countries such as Ivory Coast and Libya.

Aims and Methodology.
This chapter of dissertation structure outlines the aims of the research and the ways to meet them. This chapter also gives review of varieties of methodological probabilities dealing with primary and secondary data collection and methods of analysis.
