CRITICAL ANALYSIS OF E-GOVERNMENT IN INDIA

Produce a high quality, research orientated Masters level dissertation on the topic  A CRITICAL ANALYSIS OF E-GOVERNMENT IN INDIA .

This paper seeks to analyse this aspect of the process of e-government implementation in India through a case study keeping in mind the contextual realities prevalent in the country. In doing so, first, it attempts to analyse how e-government varies within nations and what can be done to bridge these gaps. It then goes on to discuss various steps that India as a country has taken towards implementing e-government. It then analyses a project undertaken by the Chandigarh Administration (Department of IT) in Chandigarh called  Project Sampark , which is a microcosm of Indian socio-economic realities. Finally the paper discusses how the prevalent contextual realities can pose as barriers in the implementation and success of such initiatives and what the government can do to overcome them.


1) The key components of the dissertation comprise of the following:

Problem
” This could be a business, organisational, social or technical problem. However, remember that these dimensions are normally linked; in other words, what appears to be a technical problem, with a technical solution, may have considerable social, business or organisational implications.

Context
” You could consider an economic sector, a country (or region), a particular (type of) organisation etc.

Literature review
” You need to contextualise the problem within the specific literature. From this should emerge a gap or conflict in the literature that can form the basis for your research question.
” The Literature review must contain topics as shown in the Model dissertation.

(The Literature Review should be about 15-20 pages long)

Conceptual framework
” Whatever topic you choose, there must be a section that describes the conceptual framework chosen. You should justify your choice (with reference to the problem) and show how you will operationalise the framework.

Example 1) Spiral of Decline Model, which is based on Porters 5-force analysis (Also the analysis can be furthered, by evaluating the concept of a virtual value chain).

2) Klein s Configuration Framework (Network Approach).

3) Sauer s Exchange Framework (If possible use this one).

” There is a variety of theories & frameworks available for explaining aspects of the interaction of E-Government relationships.

” There is no single widely accepted theory or framework that covers all situations.

Research design & Empirical work
” Here you should describe and justify the research methodology and the design for empirical work (e.g. for interviews: Which (type of) organizations? Which people? Which interview themes?).
” Please see the Methodology section in the Model dissertation to get a clearer understanding of what questions should be asked and to whom should they be asked.

Findings & Analysis
” This section must contain the content & context in question; the process of implementation & the discussion of findings.

Discussion Expectations and risks
” What do you expect to emerge from the research? What are the risks (of the research going wrong)? In a sense, these are the strengths and weaknesses of the combination of theory, context, and research design chosen.

(The Findings & Analysis including discussion (expectations & risks) should be no more than 20-22 pages)

Conclusion
” Recommendations.
” Emerging trends.
” Future Research.
” Contribution to Knowledge.
” Evaluation of the Framework Used.
” Limitations of the Study.

(The Conclusion should be about 6-7 pages)

Note:

1) The essay should follow the marking scheme as mentioned above.
2) There should be 250-350 words Abstract at the beginning of the dissertation.
3) The Introduction should be no more than 4-5 pages.
4) A clearly defined table of contents is necessary as shown in the Model dissertation.
5) The style of the essay should contain all the necessary topics covered above.
6) There should be no more than 40 references in the essay.
7) All quotations should be clearly referenced.
8) All footnotes must be clearly referenced.
9) The bibliography should be very well referenced in alphabetical order in Harvard Style.
10) Font Times New Roman , Size 12 & Line spacing is  1.5 .
11) The dissertation must be completely justified.
12) The appendices must contain all the necessary facts & figures required for dissertation.
