Decentralization and organizational design

The purpose of my paper is that a business must either invest in the technological infrastructure needed to optimize data, or design the organization in such a way to empower the employees to make decisions in the absence of data. Below are two resources that I have already used. Please write more regarding decentralization of decision making and how that impacts organizational design.
