Financial Analysis of a Government or Not-For-Profit Organization (50 points) br /
Required Elements: br /
The following must be included in the research paper: br /
1. Description of the entityas activities br /
2. Description of the industry environment br /
3. Financial analysis over a two-year period (using meaningful ratios) br /
4. Financial comparison to a similar entity for a one year period (using meaningful ratios) br /
5. Discussion on the financial health of the entity (focusing on the areas analyzed) br /

For example, I will choose to evalualte the City of Sacramento and comparable it to the City of br /
San Diego. In my report, I will discuss the City of Sacramentoas activities and industry br /
environment. I will then have one analysis comparing the ratios calculated from Sacramentoas br /
2012 CAFR to those calculated from Sacramentoas 2011 CAFR. I will then do an additional br /
analysis where I compare the same ratios from the City of San Diegoas 2012 CAFR with the br /
2012 ratios from Sacramentoas CAFR. This will result in three sets of ratios. I will then use br /
those ratios to draw conclusions on the health of the areas that I analyzed. br /

Expected Analysis: br /
The financial analysis conducted for this paper should include both a qualitative (descriptive) br /
and quantitative (numerical) analysis. The analysis must be thorough and should discuss the br /
results of the ratios and provide an interpretation of the results. Ratios are not meaningful br /
without interpretation and comparison. Generic analysis will not earn a high grade. Do not br /
choose a ratio that cannot be compared to your other entity. The mathematical calculations for all br /
ratios used should be included as an attachment to the paper. This paper should not be a recital br /
of the entityas Managementas Discussion and Analysis section. br /

i · Be a minimum of 5 pages, but no more than 12 pages in length. br /
i · Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins br /
on all sides; any references used must follow APA format. br /

for both fiscal years analyzed. There should be thoughtful and br /
through analysis of the figures presented. The calculations for br /
all ratios used should be included as an attachment to the br /
paper. br /
The analysis should consider the entitys financial position, br /
financial performance, and financial capability.br /
Compare the chosen entity against a similar entity for the most br /
recent fiscal year. The use of ratios is expected. There should br /
be thoughtful and through analysis of the figures presented. br /
The calculations for all ratios used should be included as an br /
attachment to the paper. br /
The comparison should be an extension of the two-year br /
analysis completed in the previous section and should thus br /
focus on the same elements of the financial statements.br /
Evaluate the financial condition of the entity. This should br /
include an statement as to your opinion on the Healthof the br /
entity in relation to the areas analyzed. Is it in strong, br /
moderate, or weak condition, and why.br /

The paper should be representative of a seniors experience br /
and writing ability. It should include a proper introduction and br /
conclusion. The paper should be well organized with property br /
sentence and paragraph structure. It should be relatively free br /
