Ow effective have the steps taken since the decision in Mabo been in addressing Aboriginal land rights issues in Australia?

In a speech delivered on 13th February 2008, Australian Prime Minster Kevin Rudd apologised for past government policies that Inflicted profound grief, suffering and losson Australias indigenous people. However the refusal to pay compensation has angered many Aboriginal leaders, who have called it a Cut-price sorrywhere Blackfellas will get the words, [and] the whitefellas keep the money.
