Reating an interdepartmental atmosphere among all personnel during a disaster

Disasters can occur any time or anywhere in the world. Of the many challenges in which Emergency Managers face in local, state and federal government is the apathy of personnel involved in emergency preparedness. This is one that creates obstacles to successful response and recovery. Apart from community assistance, an effective emergency management system requires the most efficient use of all available resources including a cooperative inter-departmental atmosphere for all concerned. If this does not occur, a disaster is certain to escalate into a catastrophe.
